Foreigners in Guangdong can still leave through Macau or Hong Kong. However effective February 8th you can not enter Hong Kong proper. You must go straight to the airport or else you will be forced to do a 14day quarantine in Hong Kong. It doesn't matter if you've done a self quarantine in mainland China.
